## About the bank

Bank Hapoalim was founded in 1921 and operates as a public company (TASE: POLI). At 30 June 2026 its assets were NIS 809.5 billion, about USD 272 billion at 2.978. That is second place after Leumi: the earlier view of Hapoalim as the country's largest bank is out of date.

In the second quarter of 2026 the bank earned about NIS 2.5 billion in net profit, with ROE of 15% and cost-income of 30.6%. The board declared a dividend of NIS 1.24 billion, half of the quarter's profit, with part paid through share buybacks. The special levy on banks introduced by law for 2026 will cost Hapoalim about NIS 950 million.

## Account for non-residents and Russians

Hapoalim is aimed at residents of Israel. Public pages have no separate sections for new immigrants and non-residents, and the English version of the website collects materials on the bank's international presence and cooperation with financial institutions. Terms, thresholds and documents for foreigners are given at a branch.

General rules apply to Russians: legal status in Israel, a visit in person and a source-of-funds check. In early 2026 the bank was among those that asked immigrants from Russia to confirm tax residency.

Language is the main question for a Russian-speaking client. The website is available in Hebrew, English, Arabic and Ukrainian, there is no Russian in the menu, and support in Russian by phone and at branches is not officially declared.

## Cards and payments

The bank's materials list the apps Bank Hapoalim, Capital Market, Business, open and bit. The last is a separate app for payments between people. Specific card products and fees are not named on public pages.

Mir and SBP are unavailable: after 2022 Israeli banks do not work with most Russian financial institutions. Pay with Visa and Mastercard cards.

## Fees and limits

Hapoalim publishes its fees on its website. From October 2026 a fee reform begins in the country: the maximum fee for an immediate-debit card is NIS 7 a month, and the basic account management fee is up to NIS 10 a month for 100 transactions.

Pensions from Russia practically do not arrive through Israeli banks at present.

## Who it suits

  • Israeli residents and new immigrants who are comfortable in Hebrew or English.
  • Those who pay between people through bit and use separate apps for business and the capital market.
  • Those who are not looking for special terms for non-residents.

If you need Russian-language service and separate units for foreigners, compare Discount and Mizrahi-Tefahot.
